Specifications include, but are not limited to: The request for Facility Condition Assessment and Capital Planning Services is to include and facilitate: Project Manager • An efficient, objective Facilities Condition Assessment process that uses best practices and industry standards; • Project Management of the vendor-defined process using vendor’s web-based database and handheld auditing tools; • Vendor to lead the Facilities Condition Assessment process including project management duties, kick off meetings, costing meetings, prioritization meetings, staff review meetings, staff training, scheduling, building audits, pilot meetings, data review meetings, scheduling and escorting efforts, data sign off meetings, software training and support, and more as required; • Establishment of life cycle costing in collaboration with City. Vendor must use RS Means as a costing benchmark with the expectation that further costing may be regionalized; • Lifecycle modeling of City facilities; • Quality control, ensuring field investigation data is measured and quantified ; • Collect and review data for the current work order system (Lucity), import data to Asset Calc; Investigation • Conduct thorough, standardized interviews with City facilities staff about each facility with the intention of transferring staff knowledge to a database; • Thorough examination of the building envelop, mechanicals, (HVAC, boilers, pumps, plumbing) lighting, foundation and • Development of a prioritization model in collaboration with City; • Provide qualified facilities auditors with experience on other large public portfolios, using hand-held technology.
