Specifications include, but are not limited to: This project involves the replacement of obsolete PLCs at both Easterly WWTP and Southerly WWTC. During the Master Plan, a PLC inventory list was created for each plant. Revisions and updates have been made to this list based on recent Capital Improvement Projects as well as a hardware inventory assessment performed by Rockwell Automation. To obtain maximum advantage to replacing the PLCs, the approach to replacement should not just focus on hardware swaps. The overall replacement project should include the following major goals: Development of process control descriptions (PCDs) for each of the PLCs that are being replaced, with extensive user input to define how the PLC logic and HMI workstations are expected to function. Expanded or reduced programming and process coverage provided by control processors and HMIs to right-size operational needs (implementation to be performed under a separate contract). Operational needs must be the key consideration in determining optimal control center locations and associated equipment, communications and power requirements. Development of adequate system documentation for future maintenance needs, such as PLC I/O lists, P&IDs and Panel and I/O Drawings. Replacement or refreshment of active components in PLC panels (UPS and Power Supplies) Replacement of PLC Control Panels if physical conditions indicate replacement is necessary. Review existing PLC Control Panels to determine if any may be consolidated or if additional PLCs should be added. Replacement of OITs to PanelView+7. Calibration of field instruments and final control elements. Implementation of updated District standards, policies and procedures for items such alarm generation techniques, power failure/recovery and equipment runtimes.
