Specifications include, but are not limited to: The Department of Administrative Services is soliciting competitive sealed proposals (“Proposals”) for a single Contractor to build a software system to support critical work processes within the Ohio Department of Education (Department, ODE) and between ODE and local educational agencies (LEAs). ODE is looking for one (1) project partner and one (1) project team provided by one (1) offeror to build this software system solution for them. The work itself entails providing the proper experienced technical resources (using and within the constraints of the ODE EAS Architecture platform) to implement the solution while meeting all the requirements and functionality specified. The ED STEPS system requires four (4) distinct phases, each with distinct functionality and unique workflow. These phases are: • The Dashboard is the printable summary for districts and an ODE/public view of the last three (3) years of needs, plans, funding tied plans and outcomes. It ensures linkage and data flow across all systems. Dashboard initiatives are meant to develop a comprehensive profile overview of district information that provides viewers with better statistics showing results, evaluations, and assessments. • The Decision Framework is the customized state, district and school needs assessment. It can develop reports for the required individual LEA and school needs assessment (e.g. Schoolwide, Tittle IVA, Title IVB). It includes academic needs and drives the planning and application for funds. • The One Plan is a comprehensive listing of plans for all required state and federal plans. One-Plan ideology satisfies district and schools planning needs and offers a planning solution which allow users to update and make changes to required plans without losing integrity of the previous plan. • The Consolidated Competitive Application provides a listing of competitive grants where districts can select and apply. It mainly focuses on the quality of the needs assessments. It develops standard scoring and grant reward processes. The Competitive Application ensures system awards are based on individual grant scores.
