Specifications include, but are not limited to: Franklin County Children Services (FCCS) is seeking proposals for the provision of observed drug and alcohol (urine or oral) screens for adults and children as referred by FCCS for child protection case related purposes. Vendors may propose alternate testing modalities provided the tests meet the requirements specified in the RFP and are admissible in Franklin County Ohio Courts. The successful vendor lab must be Clinical Laboratory Improvement Amendments (CLIA) Certified and meet allappropriate local and state licensing requirements. Services must be available during regular business hours (8 a.m. – 5 p.m.), Monday through Friday, as well as two (2) evenings per week until at least 7 p.m. Additionally, one (1) weekend day (Saturday or Sunday) is preferred. All service sites must be located on a bus line with at least hourly scheduled stops during vendor’s hours of operation, preferably within the city limits of Columbus, Ohio. Vendors must provide a program which will test referred clients for drugs/alcohol and, as requested, enroll clients in a random-drug test program.
