The Administration for Community Living released a final rule in February 2024 to update the regulations for the Older Americans Act (OAA) programs. The final rule went into effect on March 15, 2024, but regulated entities have until October 1, 2025 to comply. The final rule contains updates that reflect the needs of today’s older adults, align the regulations to the current statute, address issues that have emerged since the last update, and clarify a number of requirements. Key provisions clarify requirements for state plans on aging. These requirements will likely call for iterations and revisions to the deliverables below as the State Unit on Aging progresses to meet the October 1, 2025 deadline set for by ACL. The Offeror shall explain in detail how they will provide the following requirements for Consulting Services for the State Plan on Aging (SPOA). A. Activity 1: Engage stakeholders to inform and guide project The Contractor will convene the following groups to guide development of the SPOA: Advisory Committee Priority Work Teams 1.1 Advisory Committee The contractor will convene a multi-stakeholder SPOA advisory committee. Members may include representatives and older adults from the following types of organizations/sectors: Academia/research (Miami University Scripps Gerontology Center, Benjamin Rose Institute on Aging, etc.) Area Agencies on Aging State Long-Term Care Ombudsman Advocacy organizations (O4A, AARP, ProSeniors, etc.) Local health departments Age-friendly communities Villages Providers (meals, home health, nursing facilities, hospitals, primary care, mental health, addiction etc.) Insurers (Ohio MyCare managed care organizations, Medicare Part C) ADAMH boards State agencies (AG, ODA, ODJFS, OMHAS, ODH, ODM, ODOT, DODD, OHFA, DNR, etc.) Housing Transportation For consistency, the contractor will invite those experts who participated in the creation of the State Plan on Aging to participate in this advisory group. The contractor will lead and facilitate two to three meetings of the advisory committee during the SPOA development process. Some advisory committee members will also serve on priority work teams. The advisory committee will: Review data, including the findings of the State Plan on Aging and the State Health Assessment Provide feedback on the conceptual framework for the SPOA Develop consensus on prioritization criteria and prioritization process Guide selection of priority topics, priority outcomes, targets and strategies Identify potential priority work team members Provide feedback on the first draft SPOA report Offer suggestions for dissemination of the SPOA report
