Specifications include, but are not limited to: The City of Wilmington is grappling with rapid deterioration of a long, industrial thoroughfare (Davids Drive) located on thesoutheast end of town adjacent to the Wilmington Air Park. In a span of three years, the pavement condition has deterioratedfrom a pavement condition index (PCI) of 55 in 2016 to a PCI of 44 in 2018. The roadway is beyond the breakpoint in thepavement’s life where preventative maintenance dollars are worth spending and full reconstruction is needed. Davids Drive is athree-lane urban major collector with an average daily traffic (ADT) of 3,608 vehicles per day (vpd) in 2018 with a high volume oftruck traffic. Following the completion of the Feasibility Study, the City decided to construct Alternate 2, which calls for the removal andreplacement of all the existing curb and gutter, and full subgrade stabilization to the back of the proposed curb. Full depthpavement replacement will be utilized. Catch basins and manholes in poor condition will be replaced. This project, as Phase 1 of aplanned 3 phases of reconstruction, will reconstruct Davids Drive from State Route 134 to a point approximately 1.0 miles to theeast.
