The purpose of this RFP is to solicit proposals for a Third-Party Administrator for the Ohio Breast and Cervical Cancer Project that will pay the medical bills in accordance with the guidance provided by the Ohio Department of Health. Each year in Ohio approximately 1,750 women die from breast cancer and an additional 150 women die from cervical cancer. Many breast cancer deaths and nearly all cervical cancer deaths are preventable through early detection. For these reasons, the Ohio Breast and Cervical Cancer Project (BCCP) uses funding provided by the Center for Disease Control and Prevention’s (CDC) National Breast and Cervical Cancer and Early Detection Program for high-quality breast and cervical cancer screenings and diagnostic services at no cost to eligible women in Ohio. Additionally, Ohio Vital Statistics data show that heart disease was the leading cause of death in Ohio in 2020, accounting for 30,528 deaths, and stroke was the 5th leading cause, accounting for 7,055 deaths. Ohio has now received funding from the CDC for WISEWOMAN: Well-Integrated Screening and Evaluation of WOMen Across the Nation, which will enable some BCCP participants to receive some cardiovascular health services through the BCCP program. BCCP is administered by the Ohio Department of Health, Bureau of Health Improvement and Wellness (the Agency) and operated by four Regional Enrollment Agencies (REA) in Ohio. The REAs include three local health departments and one health system. A few additional partners enroll and connect women to the program. Current and future initiatives may increase the number of partners and women served. The Agency contracts with medical providers throughout Ohio to provide the screening and diagnostic services to women enrolled in BCCP. Approximately $1,800,000 annually will be used to reimburse medical providers for services. An estimated 20,000 medical provider bills will be paid annually by the Third-Party Administrator (TPA) with these funds. REAs enroll eligible women and schedule services through contracted providers. It is estimated that approximately 7,500 women will receive multiple screening and diagnostic services annually through BCCP. Contracted providers submit bills for services provided through the REAs.
