Specifications include, but are not limited to: Expected Service Standards SERS has high expectations regarding the service its membership receives. Specifically, SERS asks that vendors: Immediately recognize a service problem or a potential concern Acknowledge the perception and experience of the patient or customer Take responsibility for solving the problem, and acting to prevent or reduce the impact of failed service Provide timely acknowledgement and response to inquiries Be sincere and personal Plan design options include three-tier copays, and coinsurance with minimums and maximums and an out-of-pocket maximum. The formulary includes exclusions. Therefore, it is critical that the selected bidder be adept at administering a variety of programs and be able to provide innovative strategic solutions. Through the new contract, SERS is looking for a partner that will fulfill the following expectations: 1. Offer dedicated resources for account management, customer service, analytic and clinical consultative resources, and support implementation to ensure a smooth transition for members. 2. Assure consistently high levels of service and plan administration and assume fees at risk. 3. Administer a program that maintains strong quality assurance and care management that is also pursuant to the intent of the current plan documents or proposed program (as applicable). 4. Deliver the most competitive terms and pricing available in the marketplace that will not “stale” in the second and/or third year of the contract. Align PBM’s and SERS’ incentives through transparency. 5. Administer state-of-the-art clinical programs with guaranteed returns on investment, maximum generic utilization, and comprehensive specialty drug strategies. Provide comprehensive utilization, trend and cost management reports. 6. Promote consumerism and behavior change through communication tools that leverage technology. Effectively integrate with other SERS vendor partners to meet participants’ health management needs. 7. Agree to clearly stated contract provisions and performance guarantees that drive excellent service, satisfaction and performance for SERS staff as well as members. 8. Robust employee website to locate pharmacies, prescription drug information, and consumer modeling/drug pricing tools. 9. Be accountable for acting in the interest of employees and SERS.
