Specifications include, but are not limited to: 1. Develop initial plan design and/or review existing plan design. 2. Evaluate, analyze and propose alternate funding arrangements for medical, dental and life plans. 3. Review and evaluate other benefit plans 4. Complete a financial analysis quarterly and meet with RTA 5. Provide reports and data analysis quarterly 6. Prepare Request for Proposal documents for benefit plans 7. Review and evaluate proposals and bids for benefit plans 8. Provide presentations to a variety of constituent groups 9. Attend and participate in various meetings, including Board of Trustees 10. Provide recommendations to management regarding quality of vendor proposals and services. 11. Provide consulting services on various benefit issues
