The Contractor shall design, acquire, install, integrate, test and deliver an AFI 31-101 and Integrated Base Defense Security System (IBDSS) Capability Development Document (CDD) compliant alarms and assessment system which will provide automatic display upon alarm activation and will be available for manual request by the operator. In addition. It will also include a Video Storage System (VSS) that will show a minimum of three to five seconds of pre and post alarm video for each alarm to assist in determining the cause of the alarm. IAW AFI 31-101, all components (cameras, digital video recorder, etc.) must be sourced from the current version of the current Non-Nuclear Configuration Management Database (CMD) Equipment Approval List. Closed-circuit television systems will be monitored in BDOC.
FAR 52.232-18 Availability of Funds. Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer.

- Can you provide the latest Non-Nuclear CMD Equipment List? The list is CUI and cannot be posted in a public setting
- Is there currently communication /fiber infrastructure at each gate (ECP) location to provide connectivity to BDOC? Two strands of fibler are at each location.
- Will there be any design or layout drawings provided by the government for this solicitation? there are no drawings at this time.
- Is the design intent to have an individual CCTV/VSS monitor system at each ECP with monitoring capabilities only at BDOC? Or to have a centralized CCTV/VSS system with monitoring capabilities only at each ECP. Devices/systems installed at ECPs with monitories capabilities at BDOC and if possible any computer that can download the monitoring software/application. Our current set up allows us to monitor cameras from any of our nipr computers with appropriate log in.
