Specifications include, but are not limited to: Montgomery County operates four Vehicle Maintenance Facilities Two located at 2550 Sandridge Drive, Moraine (Service Depot and Solid Waste), one located at 1850 Spaulding Rd, Kettering (Water Services), and one at 5625 Little Richmond Road, Dayton (County Engineer). Two of the facilities, Solid Waste Services and Water Services operate as maintenance facilities within the Environmental Services Department and currently service only the vehicles assigned to those departments. Solid Waste Services and Water Services operate as Enterprise Funds (A fund that provides goods or services to the public for a fee that makes the fund self supporting.). The Service Depot operates under the Administrative Services Department. The Service Depot operates as an Internal Service Fund (A fund used to account for goods or services given to one department by another on a cost reimbursement basis. An Internal Service fund is profit and loss oriented.). The Service Depot services vehicles from all County Departments and Agencies and operates much like a private sector shop by invoicing all departments for services rendered and covering overhead and direct costs. The County Engineer Facility currently services only vehicles assigned to the County Engineer and is funded through the Road Auto and Gas Tax Fund. These four facilities deal with a large fleet of varied vehicles from passenger vehicles, Sherriffs cruisers, pick-up trucks, tractor trailer rigs, excavating equipment and miscellaneous trailered equipment. The purpose for this study is to evaluate the long term operating options and efficiency of existing operations for these four facilities and weigh the opportunities for consolidation, reduction, and/or outsourcing of the services provided.
