Scope of work for ROV/UTV basic Driver Training Provide instruction for Ohio Division of Wildlife employees in compliance with ODNR Motor Vehicle Policy. Recreational Off-Highway Vehicles, sometimes referred to as side-by-sides. Course Needs: • Bids from potential instructors must include proof of accreditation from a nationally recognized training program qualifying them to properly train basic driver operators and certifying course participants upon successful completion of the course. • The ROV/UTV basic operator course should be a hands-on class, conducted by a certified ROV/UTV driving instructor. • Instructors will ensure students develop the basic skills to operate ROV/UTVs in an off-road environment and teach driving strategies to make safe and responsible driving decisions. • The ROV/UTV course should offer students approximately three hours of driving time on a closed range and include post-exercise discussions to expand on the driving skills and strategies learned. • The Closed Range Exercises should include: o Understanding and identifying an ROV’s primary parts and controls o Starting out and stopping smoothly o Low speed steering o Turning and backing up o Braking, both normal and quick stops o Swerving • Each class will have a maximum of 6 candidates with a minimum of 4 candidates for the class to take place. • The bidder shall supply the quote on a per student cost. DOW shall provide minimum of 4 students per class, maximum of 6 per class. Bidder shall include all costs as part of their bid price when submitting. DOW estimated 75 students shall go through training, though we reserve the right to increase or decrease that number during the contract period. • Bids on a per student cost shall include instructor expenses including the trainer's airfare, car rental, meals, lodging, stipend pay etc. • The trainer shall conduct (2) courses in a workday for a maximum of 12 students not to exceed 8 training days. • All courses and training shall be completed no later than June 30, 2025. • The Ohio Division of Wildlife will provide enough ROVs/UTVs for the class. For 6 candidates a minimum of 3 ROVs/UTVs will be provided. • Upon successful completion of each candidate the trainer shall provide an accredited certificate of completion.
