The scope of services shall include: 1. Residential Rental Family and Business Assessments 2. Residential Rental Family and Business sessions 3. Direct household and business assistance 4. Coordination of financial assistance MCLB seeks a consultant to provide technical and direct assistance in relocating tenants and businesses who are displaced by MCLB’s acquisition project. Work will be conducted on an “asneeded” basis, with tenants/businesses being referred to the consultant by MCLB, when appropriate. All necessary groundwork is complete to establish fair market value of properties, assemble ownership lists, and site surveys to identify potential tenants. We estimate a total of ten (10) occupied structures with at least six (6) rental properties and about twenty (20) households. There is also at least one (1) in-home business and one (1) commercial/business use. We seek support from a consultant to complete the tenant and business relocations as required by HUD and the URA. This is a unique project in the MCLB’s portfolio as we generally do not acquire occupied structures. It is imperative that we identify a strong partner to ensure compliance with the spirit and letter of the URA. Activities anticipated under this project are identified below, however, MCLB welcomes feedback on the following list to ensure our project follows best practices, meets URA requirements, and takes advantage of the expertise of our consultant team. 1. Conduct Residential Rental Family and Business Assessments, including collecting all necessary data. 2. Complete Residential Rental Family and Business sessions to include the following: • Explanation of relocation benefits, eligibility, and procedures for obtaining benefits. • Development and completion of required forms 40061 and 40058. • Referrals to comparable replacement dwellings or commercial structures through published lists, instruction on online resources, and education. • Education on Housing Choice Vouchers or other subsidy programs, surrounding neighborhoods and amenities, explanation of fair housing rights, and landlord-tenant rights. 3. Provide household and business assistance with the following: • Transportation to potential replacement dwellings or buildings when necessary. • Inspection of comparable rental units to ensure they meet decent, safe and sanitary standards.
