Specifications include, but are not limited to:This specification is intended to describe the minimum requirements of the Greater Cleveland Regional Transit Authority (GCRTA) for the procurement of a Chemical Ice and Snow Melting Agent. 4.1.2 The Chemical Ice and Snow Melting Agent (hereafter referred to as melting agent) shall be used by the GCRTA to melt snow and ice during the winter season at pedestrian platforms, sidewalks and other pedestrian areas. It shall provide passengers and employees’ safe boarding and to minimize accidents caused by snow and ice accumulations. 4.1.3 This specification is intended to cover all labor and materials required for the delivery of such product complete and ready to use by the GCRTA. 4.2 PHYSICAL PROPERTIES AND CHARACTERISTICS 4.2.1 The melting agent supplied shall be granular and packaged in fifty (50) pound bags designed for repeated handling. The melting agent shall be provided as dry granular pellets. Liquid is not acceptable. 4.2.2. The melting agent shall contain chemicals that have been proven to aid in the removal of snow and ice during the winter season such as magnesium chloride, calcium chloride and sodium chloride. Melting agents that contain only sodium chloride, common rock salt, shall NOT be acceptable. The use of filler materials that do not contribute to melting ice and snow such as sand and rocks shall NOT be acceptable. 4.2.3. The melting agent shall contain no more than ten per cent (10%) fines, #4 mesh or smaller, and no more than ten per cent (10%) coarse in excess of #16 mesh or smaller. 4.2.4. The melting agent shall be designed to break the bond between the snow/ice and the pavement surface. It shall have a practical melting temperature of at least zero degrees (0°) Fahrenheit (-18° Celsius). Practical melting temperature shall be defined as visible ice melting within fifteen minutes after application at the recommended rate. 4.2.5. The melting agent shall resist the absorption of humidity and moisture that could cause caking, clumping, hardening and otherwise becoming unusable while in storage during warm weather for up to six months.
