Data Collection & Review: 2.2.1 Work with City staff and the Franklin Soil and Water Conservation District (FSWCD) to identify past issues and localized flooding concerns. Examples of past issues include intersection flooding at curb inlets & erosion attributed to point source discharge from storm sewers. 2.2.2 Gather available information including record drawings, previously completed reports and/or studies, as well as relevant studies from adjacent jurisdictions. 2.2.3 Review of historic rainfall data as well as any modern rainfall projections based on recent storm data. 2.3 Public Involvement The Consultant shall propose a Public Outreach plan to solicit feedback from residents. Resident feedback will aid in identifying problem areas as well as where resident stormwater priorities are. This plan may include public meetings, imagery/infographics, and/or gathering public input via surveys. 2.4 Plan Development 2.4.1 Work collaboratively with the City to prioritize identified issues and provide a draft ranking and prioritization methodology for approval by the City. 2.4.2 Develop preliminary cost estimates and proposed construction years for each proposed solution. 2.4.3 Prepare recommendations for stormwater quantity management for incorporation into City maintenance street projects in key areas.
