The Ohio Department of Mental Health and Addiction Services (OhioMHAS) is seeking proposals from qualified contractors to serve as a consultant to refine OhioMHAS’ strategic finance design to support the transformation of Ohio’s behavioral health system, specifically to support statewide implementation of Adult Mobile Crisis Services. Serve as consultant to the Ohio Department of Mental Health and Addiction Services (OhioMHAS) in refining its strategic finance design to support the transformation of Ohio's behavioral health system, specifically to support statewide implementation of Adult Mobile Crisis services. The consultant shall prioritize recommending, forecasting, and socializing new methods for maximizing, braiding, and streamlining current federal, state, and local revenue streams to meet benefit design and vision for Ohio. The consultant shall: 1. Provide National environmental scan and payor landscape analysis of adult mobile crisis practices. 2. Provide demonstration of effective payor relationships. 3. Create and support the implementation of an actuarial model for statewide adult mobile crisis services. 4. Inform, support, and provide technical assistance in the procurement of adult mobile crisis service providers. 5. Support the development and implementation of adult mobile crisis services regulatory standards. 6. Inform and support policy development related to statewide implementation of adult mobile crisis services. 7. Conduct stakeholder listening sessions to elicit feedback on adult mobile crisis services to inform the development of actuarial models, procurement, regulatory standards, and policy. 8. Participate in regularly scheduled meetings with OhioMHAS.
