The scope of services may include, but is not limited to: topographical surveys of the dam sites, including upstream and downstream areas; performance of geotechnical investigations of the dams and appurtenances to evaluate stability, seepage, and structural conditions; underwater inspections; lake drain inspections; conduit spillway inspections; structural assessments; performance of hydrologic, hydraulic, and flood routing analyses for adequacy of and to provide alternatives for meeting required discharge/storage capacities; recommendations of alternatives for rehabilitation of dams with associated cost estimates; applying for and obtaining all applicable permits and approvals; and preparation or updates of Emergency Action Plans (EAPs) and Operation, Maintenance & Inspection (OM&I) manuals. All work shall be performed in compliance with Ohio Dam Safety Rules and Regulations. Consultant shall coordinate the review, approval and acceptance of the draft and final studies of each site with ODNR Dam Safety and ODNR Division of Engineering (DOE). The chosen firm will need to perform on site research to obtain and locate files and supporting documentation pertinent to the work. Facilitating review with the Ohio Dam Safety Program is the responsibility of the consulting team. Dam Safety inspection reports will be made available to short listed firms upon signing a non-disclosure form. Other relevant historical reports, assessments, inspections, and as-built drawings will be provided only to awarded firms. Additional documentation will not be provided during the initial RFQ or short-list phase of the selection process. There will be a preproposal meeting following the short-list selection process to define the scope of the technical proposals from the shortlisted firms. The selected A/E, as a portion of its required Scope of Services and prior to submitting its proposals, will discuss and clarify with the Owner and/or the Contracting Authority, the cost breakdown of the Architect/Engineer Agreement detailed cost components to address the Owner’s project requirements. Participate in the Encouraging Growth, Diversity & Equity (EDGE) Program as required by statute and the Agreement. As required by the Agreement, and as properly authorized, the selected A/E will provide the following categories of services: Study and Report and Additional Services of all types. Refer to the Ohio Facilities Construction Manual for additional information about the type and extent of services required for each. A copy of the standard Agreement can be obtained at the OFCC website at http://ofcc.ohio.gov. The Ohio Department of Natural Resources Division of Engineering has developed a set of design guidelines for construction projects. It is expected that all architects, engineers, consultants, and contractors will be familiar with these design guidelines which will serve as the preference for all construction projects when developing final project specifications. For purposes of completing the Relevant Project Experience Matrix in Section F of the Statement of Qualifications (Form F110-330), below is a list of relevant scope of work requirements for this RFQ: 1. Experience with preliminary site investigation, master planning, project assessments, and dam decommissioning, including recommendations for rehabilitation alternatives and associated cost estimates on dam-related projects. 2. Experience with hydrologic, hydraulic and flood routing analyses. 3. Performance of structural analyses involving the integrity of concrete structures and spillways. 4. Performance of geotechnical seepage and stability analyses for earthen embankments and abutments. 5. Knowledge of Ohio Dam Safety Laws and Rules and of regulatory and permitting requirements for dam and water resources related projects. 6. Experience with surveying for dam-related projects including topographic, bathymetric, and boundary surveys. 7. Experience in design and construction administration for dam rehabilitation projects. 8. Development of Emergency Action Plans and Operation, Maintenance & Inspection manuals, in accordance with OAC 1501:21-21-04. 9. Experience with assessments of conduit spillways, lake drain structures, and sluice gates. 10. Experience with public construction and working with state and/or other governmental agencies.
