Specifications include, but are not limited to: Evaluate and update Ohio’s broadband strategy 2. Advise on IIJA timelines, specifically regarding funding opportunities, and evaluate in concert with CPF and ORBEG a. For ORBEG; HB2; and administrative code / rules: support and update state requirements to be compliant with federal requirements under BEAD 3. Create a five-year action plan along with initial and final proposals to be compliant with the BEAD program 4. Create a compliance road map for IIJA and BEAD a. Establish reporting requirements to meet federal and state regulations for use of IIJA, BEAD, and HB2 funds. 5. Evaluate and engage with external stakeholders and local organizations 6. Analyze and advise on new FCC Maps being published to position the state of Ohio for broadband expansion a. Utilize speed-test data and other data sets to contest FCC Maps b. Utilize historical data from previous Ohio mapping data on Speed-tests to demonstrate trends
