This SSES will be executed to provide recommendations for cost-effective near-term and long-term capital improvement projects that will address the City of Lorain’s remaining Clean Water Act issues. These recommendations will include but not limited to, a prioritized list of projects and estimated associated costs, policy recommendations and benefits, and supporting system inspection and maintenance schedules. Projects shall not only be limited to the Sanitary Sewer Collection System, but include both WWTPs, as well as inclusion of green infrastructure. The project will include the following components: • A system condition and performance evaluation that may include, but is not limited to data collection, inspection, surveying, monitoring, and hydraulic model development and analysis to identify and quantify problems that may exist or have the potential to exist. Anticipated problems include Clean Water Act issues, as well as known basement flooding and surface flooding related capacity issues within the Sanitary Sewer System. • A process that systematically develops recommended solutions for existing and projected future problems within the study area. As part of their proposal, consultants should discuss and present their approach in managing data collected throughout the project in a GIS-centric platform. The City of Lorain Utilities Department in coordination with the Engineering Department, utilizes ESRI’s ArcGIS platform to manage and store all information associated with the Sanitary Sewer System. Information collected throughout this project shall be added to the GIS platform as part of this project. Additionally, the Lorain Utilities Department utilizes CityWorks as their Asset Management Software Platform, the information is linked directly to the City’s GIS platform. The consultants shall discuss their familiarity with an AMS platform. Proposals received shall be evaluated in part on the consultant’s understanding of key issues, challenges and other associated issues that may determine or influence the success of the Project.
