The following are the specifications and guidelines with reference to the removal, transportation, and disposal of sludge (Anaerobically Digested and Pressed Filter Cake) from the Black River Wastewater Treatment Plant (BR WWTP), 100 Alabama Avenue, Lorain, Ohio and the Philip Q. Maiorana Wastewater Treatment Plant (PQM WWTP), 6301 West Erie, Avenue, Lorain, Ohio. The amount of sludge to be removed is approximately 200,000 to 250,000 gallons per week, (approximately 10.4 to 13 million gallons annually) if removed as a liquid, and 200 wet tons per week if removed as a cake (approximately 10,400 wet tons annually). The minimum average weekly sludge to be removed is 150,000 gallons from the Black River WWTP and 25,000 gallons from the PQM WWTP. This amount, for various reasons, may be increased or decreased based on operating conditions and at the discretion of the Plant Superintendents. Quantities are not guaranteed. It is anticipated that the cake solids will be removed from the Black River WWTP after being pressed. The Contractor must remove the sewage sludge as required by the City on a regular weekly basis so as not to upset the operations or effective treatment at either Wastewater Plant. There is to be no more than seven (7) days where sludge is not hauled and normal operations resumed. In the event that the sludge cannot be hauled as normal, the Contractor is to implement their alternate sludge removal plan included in the bid specifications. The number of days per week used in hauling will be at the discretion of the Superintendents of the City of Lorain Wastewater Treatment Plants. Normal sludge scheduling allows for the loading and removal of sludge from Monday through Friday during daylight hours. There may be Saturday hauling only with the Plant Superintendent’s prior approval. Hauling is on a year-round basis. Normal operation of sludge disposal for the City of Lorain Lorain employees haul approximately 36,000 gallons/week of digested liquid sludge from the PQM WWTP to the Black River WWTP, using a city owned/operated tanker truck. This digested sludge is mixed with approximately 225,000 gallons/week of Black River WWTP digested sludge, which together is also pressed. The liquid sludge is pressed to approximately 23% solids and removal to land application is approximately 200 wet tons per week.
