The Air Force Life Cycle Management Center, Simulators Division (AFLCMC/WNS), requires Radio Frequency (RF) testing for a 100 square foot room. This testing is required to certify the room to operate without restricting the use of electronic devices within a three-meter perimeter outside of the room.
The contractor shall test and report if the current rFOIL shielding satisfies both below standards for shielding effectiveness:
- The Air Force standard for shielding effectiveness (attenuation) for shielded enclosures and global shielding is 50 dB (plus an initial 10-dB allowance for life-time degradation); and
- The standard for equipment performing an instrumented test in this environment shall be performed IAW National Security Telecommunications and Information System Security Advisory Memorandum (NSTISSAM/TEMPEST 1-93).
These standards are specified in Air Force Systems Security Instruction (AFSSI) 7702, paragraph 10.4.5.
In addition, the contractor shall:
- Hold a SECRET clearance or higher;
- Be capable of sending a visit request via Defense Information for Security System (DISS) web application;
- Acquire base access to Wright-Patterson Air Force Base, OH;
- Possess mobile calibrated testing equipment capable of measuring emanations outside of a 100 square foot area shielded room;
- Transport testing equipment with set-up and break-down.
- Be certified by the NSA TEMPEST Certification Program (TCP) to perform the Certified Test Service Program;
- Author a test plan formatted IAW paragraph 2 of the Field Test Memorandum issued by the NSA;
- After Government approval of the test plan, conduct a test IAW the above outlined requirements; and;
- Provide final report of test results.
