I. General Expectations A. Proposer must provide qualified personnel, equipped with appropriate Personal Protective Equipment (PPE), to perform Project services at SWACO facilities. B. Temporary laborers will work under the direct supervision of SWACO staff for the duration of assigned tasks. C. Notification & Response Time. SWACO will provide as much notice as possible when requesting laborers. Due to operational needs, notice may be less than eight (8) hours. ♦ Proposers unable to dispatch laborers within this timeframe must specify the minimum notice required to fulfill labor requests D. Inclement Weather. Successful Proposer(s) must anticipate working in various weather conditions, such as rain, sleet, snow, extreme temperatures, high winds, and flying debris. Work must continue unless SWACO determines conditions are unsafe. E. Employee Conduct & Appearance. Successful Proposer(s) must ensure that all personnel adhere to the following requirements: 1) Dress Code – Employees must wear a shirt and pants that reflect positively on SWACO. Shirts must be worn properly at all times. 2) Safety Gear – An ANSI Class II high-visibility yellow vest must be worn as an outer layer of clothing at all times while on SWACO sites. 3) Background Checks – Must conduct criminal background checks on all employees assigned to this contract. SWACO reserves the right to restrict any individual from working under this contract at its sole discretion. 4) Professional Conduct – Temporary laborers must be courteous and professional when interacting with SWACO customers and staff. Profanity and inappropriate conversations are prohibited. 5) Performance Standards – Temporary laborers must complete assigned tasks in a safe, professional, and efficient manner. Successful Proposer(s) must promptly remove any personnel unable to perform required duties or who pose a safety risk to themselves or others. 6) Substance Use Policy – The consumption, possession, or being under the influence of alcohol or illegal substances is strictly prohibited on SWACO property. Any employee violating this policy must be removed from the work site immediately. 7) Smoking Policy – Smoking is only permitted in designated locations.
