Specifications include, but are not limited to: The Owner wishes to improve its broadband internet access for the residents, businesses, and public services within Warren County, Ohio. The American Rescue Plan allows for the expenditure of funds for new and expanded broadband access to unserved and underserved areas. The Owner has budgeted roughly 5 million dollars of American Rescue Plan Act funds to serve this purpose. Consultant services are necessary to ensure the biggest impact can be delivered with these limited funds, and to ensure this broadband infrastructure project complies with the technical requirements of the American Rescue Plan Act and the guidance in the Interim Rule from the United States Department of Treasury. Consultant services are necessary to understand the state of broadband access within Warren County, specifically what areas are unserved or underserved and what challenges exist to providing services. Owner has two main goals with this project. First, to provide broadband infrastructure that can coalesce with private communications companies’ projects thus compounding and strengthening Owner’s investment, which will improve the breadth of broadband coverage to underserved or unserved citizens. Second, to strengthen the broadband communication system for public safety, emergency services, and public utilities of Warren County.
