Specifications include, but are not limited to: The contractor shall be capable of providing and delivering the cleaner in bulk by tanker truck. The cleaner shall be designed for and capable of cleaning the interior and exterior surfaces of GCRTA transit vehicles, including the chassis and undercarriage, equipment, general facility, fuel island-bay, and public areas. The cleaner shall be suitable for use in GCRTA automatic brush type vehicle cleaning equipment, pressure wash equipment (heated and unheated), floor scrubbers and manual application with a pail and mop/brush. 4.2.1 The cleaner shall be compliant to all applicable federal (including Environmental Protection Agency) state and local rules, laws and regulations in force at the time of manufacturer. The cleaner shall be proven safe to personnel, the surfaces to be cleaned, the equipment used and the environment. 4.2.2. Use of the cleaner shall not cause burns and rashes, pose a breathing hazard or have an offensive or lingering odor. The cleaner shall not require the need for special safety equipment. When using the cleaner, respirators, free air systems, specially constructed clothing or special ventilation for the work area shall not be required. 4.2.3. The cleaner shall be safe for the surfaces to be cleaned including but not limited to: • Metals (carbon and stainless steels, and aluminum) • Glass, plastics, acrylics, polycarbonates, rubbers, polymers • Automotive type paints (urethanes, acrylics, lacquer and enamel) • Vinyl decals, vinyl covered seating and interior trim pieces • Any other materials normally found on the coaches • Concrete floors and walls/tiles in maintenance facilities. 4.2.4. The cleaner shall be designed for and capable of removing dirt, grease, oil, diesel fuel, battery acid, gasoline, oxidized paint and road film. The cleaner shall not cause corrosion, pitting, scratching, loss of gloss, fading or any other damage from long or short-term use. The cleaner shall have a PH equal to or greater than ten (10) and less than twelve and one-half (12.5). 4.2.5. The cleaner shall be environmentally safe. The cleaner shall be biodegradable, noncorrosive and contain no harmful chemicals and free-caustic materials. The components that make up the cleaner and the final mixture shall not be considered a hazardous material as regulated by the Occupational Safety and Health Act, EPA Resource Conservation and Recovery Act and the Emergency Planning and Right To Know Act. Small spills of the cleaner shall be suitable to be disposed of into the local sewer system with water.
