It is the intent of the City of Columbus, Division of Police to obtain formal bids to establish a contract for the purchase of a new prisoner restraint system to be used by Sworn personnel to safely transport violent and/or combative individuals. Quantity: 50 complete systems; Product Requirement Specifications: 3.3.1 Prisoner Restraint System: Wrap Restraint System; 3.3.1.1 Each system consisting of four (4) individual parts and a carry bag; 3.3.1.2 An ankle strap 3” wide, made with military grade, Luxor 600x300 polyester with heavy PVC; 3.3.1.3 Locking shoulder harness with steel locking buckles and a large, jake screw lock carabiner. 3.3.1.3.1 Will have a label reading “TOP” constructed with black vinyl material; 3.3.1.4 Leg restraint with stainless steel 304 locking seatbelt buckles; 3.3.1.4.1 Made with high grade, vinyl coated mesh allowing body heat to escape, and 3” wide straps. 3.3.1.4.2 Steel rods to prevent suspects from kicking and holds legs in an extended position; 3.3.1.4.3 Leg restraint will have a wire welded nickel plate, 2.5” loop attached to the front; 3.3.1.4.4 Leg restraint will have black rubber handles; 3.3.1.4.5 Leg restraint will have label reading “KNEES HERE” constructed of white vinyl material; 3.3.1.5 A padded helmet to prevent individuals from self-harm, and assaulting officers; 3.3.1.6 Tactical bag for easy transport
