Specifications include, but are not limited to: The review will focus on documenting projects, technologies and other information gathered on organizations similar to COTA. Peer Organizations COTA is interested in learning from its peers in the transit industry, and comparable organizations in other industries. ● Similar public agencies, such as: ○ Capital Metropolitan Transportation Authority (CapMetro), Austin, TX ○ Tri-County Metropolitan Transportation District of Oregon (TriMet), Portland, OR ○ Regional Transportation District (RTD), Denver, CO ○ Columbus Regional Airport Authority, Columbus, OH ● Organizations similar in size and operation (and larger): ○ $200 - $500 million in operating spend ○ 1,000+ employees ○ Heavy use of operational technology Peers selected should be in similar size and scale as COTA, as well as larger ones as COTA and the broader central Ohio region is growing at a significant rate. Report Requirements COTA would like to understand key metrics for the peer organizations. Any context around how the organization arrived at its current operating model, relative to the key metrics, would also be helpful to inform COTA’s understanding of its peers. Key metrics include, but are not limited to: ● Total operating spend ● Amount or percentage of spend on technology software and hardware ● Amount or percentage of spend on technology headcount and/or contractor services ● Amount or percentage of spend on cybersecurity tools and resources ● Amount or percentage of spend on cybersecurity headcount and/or contractor services ● Technology team headcount ● Cybersecurity team headcount ● Other contracting services or resources employed by the organization and spend with each (e.g., managed service providers, technology advisors) ● Additional data as available COTA would like to understand key technologies, vendors, and other assets employed by the peer organizations to accomplish their mission. For peer transit agencies, key technologies include, but are not limited to: ● Fare management system / provider ● Video surveillance system / provider ● Transit operations software provider, including yard management, scheduling, and other services The goal is depth, not breadth. The provider should err on providing more data on fewer organizations. Ideally five to fifteen organizations should be reviewed.
