A. NEEDS ASSESSMENT Prospective Offerors shall provide details within their proposal on how they shall work with executive leadership to analyze existing school improvement efforts that include but are not limited to literacy, math, and attendance across programmatic sections. The selected Offeror shall examine existing resources, including employees and funding, allocated for implementation. The analysis will result in a summary report that details strengths and opportunities for improvement in DEW’s current approach to school improvement. This analysis shall also include an examination of other states who may have experienced successes in school improvement. 1. Identification of existing activities: i. Internal plans; ii. External communications and documents; iii. Funding allocations; and iv. Section staffing. 2. Barrier Identification: Upon completion of review of existing activities selected Offeror shall identify whether potential barriers are present. 3. External Research: i. Provide school improvement research from at least one other state which has demonstrated significant success in raising student achievement. 4. Summary Report: i. Provide a clear, concise overview of existing initiatives, activities, and funding; ii. Highlight strengths and opportunities presented by these inputs; iii. Draw comparisons between existing activities and operations with at least one other state; and iv. Include an executive summary of the analysis which highlights key findings.
