The consultant will: Participate in the planning process • The consultant will actively work with OWC NERR to finalize the goals and objectives and refine the market analysis and needs assessment methodology. The methodology will include two online surveys and at least three focus groups with educators and decision makers across the region. • The consultant will develop the sampling procedures, tailor the survey instrument, and develop the focus group interview protocol in consultation with OWC NERR. The consultant will determine the appropriate procedures necessary for the analysis (i.e., when to have the focus group sessions, determine representative sample size for statistically significant results), and will approve these decisions with OWC NERR. • The consultant will adhere to best practices for human subjects research. • Develop a work plan. • The consultant will present an action plan that includes the principal activities and outcomes of the market analysis and needs assessment.
