Specifications include, but are not limited to: Objectives. The State has the following objectives that it wants the Work to fulfill, and it will be the Contractor’s obligation to ensure that the Work meets these objectives (listed in RFP priority order): Migrate core Finance, HR, Procurement, Project Management and other functions of the Ohio Department of Transportation (ODOT) to OAKS or an integrated operating model that has OAKS and ODOT specific systems as its foundation while retiring obsolete ODOT systems Fortify the Procurement and Source to Pay capabilities of the State for DAS based acquisitions (via OIT and GSD) through the design and implementation of technology, processes and business practices Consolidate a variety of manual and semi-automated Grants Management capabilities for large Cabinet Agencies into an Enterprise Grants capability based on contemporary technology and repeatable business processes while fostering a more “Grant Friendly” environment for Grant applicants to seek and manage their activities Leverage existing State/OAKS business processes and configurations for all elements (as appropriate) and migrate new user groups to existing OAKS functions, capabilities and State processes; Extend existing capabilities to suit new constituents and users through the configuration or adaptation of existing OAKS business and processes; Implement new business and process functions and technology where OAKS (PeopleSoft) is either not implemented or not ideally suited to purpose and better solutions are available to address the State’s requirements.
