PROJECT SUMMARY Removal of two (east and west) multi-floor escalators, each serving the Plaza, Mezzanine, and Lower Level floors of the Montgomery County Administration Building and replacing both with ornamental stairs. In addition to the escalator/stair scope, this project will include updates and improvements of each access area (Plaza, Mezzanine, Lower Level Lobbies). Updates within each access area include, but is not limited to, new flooring, wallcoverings, ceilings, lighting, & HVAC updates as necessary. SCOPE OF WORK This section gives an overview of requirements of the selected firm: A. PROGRAM AND PROGRAM ENHANCEMENT Review and analyze existing site conditions working closely with personnel from each department and Facilities Management to determine space needs. Hold as many meetings as necessary to determine the functional program and suggest any program enhancements including: (1) mission and policy statements and operational descriptions; (2) the architectural/engineering program incorporating functional program with design objectives, architecture character, space requirements, description of linkages/adjacencies, staffing and budget, and project costs; Determine construction sequences, phasing, and demolition phasing. Prepare preliminary cost estimates with responsibility assigned to Montgomery County, including staffing and budget. B. SCHEMATIC DESIGN - 20% Digital copies of the following documents will be submitted for review prior to each work session. Design Submittal: Each submittal should indicate each room’s space net square footage compared to the Program requirements. For each component the gross and design gross square footage shall be compared. All drawings shall indicate the room name (later submittals will include both room name and number once determined). 1. Architectural: The A/E firm will work closely with the planning team to develop alternative schemes drawn at a minimum 1/8" scale for wall orientation, taking into account existing improvements, and connections to existing mechanical and electrical systems. Architectural systems will be coordinated with existing features and systems to produce most effective overall design. The 20% submittal should also include a site plan; flow plan considering the needs of the clients and staff; elevations, and a section through each building or major component. Outline specifications shall be developed for each system. Furnish statement of probable construction cost and indicate gross area of each floor plan. 2. Mechanical: Indicate type of Plumbing, HVAC, Electrical, and Addressable Fire Alarm Systems. 3. Cost: Preliminary construction, demolition, and operating costs (utilities, staffing) with responsibility assigned to Montgomery County.
