Big Island Wildlife area is in a former wetland prairie where agricultural development has taken over. The management for this location is to restore wetland, grassland, woody corridors, and forest habitats. Wetlands have been a primary focus as they provide opportunities for the public to participate in recreational activities (i.e. birding, trapping, hunting, etc.) and areas for waterbirds to nest, feed, and loaf. Water levels must be properly managed as natural fluctuation influences the activity of wildlife. Water control structures and levee structures are instrumental for this process given their ability to control water movement across the landscape. As time has passed, levee and water control structure degradation occur, and replacements are necessary. Therefore, the ODNR Division of Wildlife is seeking contractors to repair existing levee and remove one existing water control structure and install a new Agri drain 18” with a 10’ riser at Big Island Wildlife Area, Marion County, Ohio (Figure 1 and Figure 2). Contractor shall include the supply of all labor, materials and equipment required to complete the water control structure removal/installment and levee repairs located at Big Island wildlife area. All services must comply with specifications listed below and with federal, state, and local governmental laws, regulations, codes and ordinances. All work will be completed in a manner consistent with customary industrial practices. The contractor is to confirm staging areas with primary agent before placement of materials. Contractor shall ensure that the job site is clean, dispose of any debris, and leave no open hazards at the end of every workday. All itemized scope items below are by contractor unless noted otherwise. The contractor is responsible for draining the wetland to perform the levee repairs. Contractor is responsible for the removal of the existing structure and the unwanted debris prior to levee repairs. The contractor is expected to level and smooth the slopes, repairing embankment slopes to a 3:1 slope on the wetland side of the levee. The contractor is responsible for preparing the stie for installation of the new Agri drain 18” water control structure with a 6’ riser at the same location of the removed water control structure (Figure 3). Contractor is responsible for bringing outside fill material if needed. The contractor is responsible for following manufacturer installation instructions when installing the water control structure. Toe stone (Type “D” rip rap) will be positioned at the base of the structure to prevent downward migration of the placed material. The type “D” armoring stone must be placed, fit, or compacted. The contractor is to install 18” stainless steel rodent guards in the pipe ditch, along with a beaver exclusion fence on wetland side of the new water control structure to the specifications of the area manager (Figure 4).
