The Cincinnati Metropolitan Housing Authority (CMHA) is soliciting quotes from experienced attorneys or legal firms with demonstrated expertise in labor and employment law, specifically in the negotiation of successor Collective Bargaining Agreements (CBAs). The selected provider will provide a full range of legal and advisory services in support of labor negotiations involving CMHA’s three recognized employee bargaining units: Specifically, those employee bargaining units are: 1.) Ohio Council 8 AFL-CIO Local 1027, American Federation of State, County and Municipal Employees, with an expiration date of December 15, 2025; 2.) The Greater Cincinnati Building Trades Council, with an expiration date of June 30, 2027; and 3.) International Union of Operating Engineers, Local 20, with an expiration date of December 31, 2027. 1.1 Responsibilities include, but are not limited to: 1.1.1 Working under the direction of CMHA’s Director of Human Resources, represent CMHA as Lead Negotiator in Collective Bargaining with employee labor groups when required. 1.1.2 Provide counsel regarding the planning, structuring, and conduct of labor negotiations, including guidance on best practices and negotiation strategy. 1.1.3 Advise the CMHA on all labor relations matters before, during, and after bargaining periods. This includes guidance on: • CMHA’s bargaining obligations • Strategy development and implementation • Response to unfair labor practice (ULP) charges • Updates and trends in labor and employment law • Interpretation and application of CMHA’s policies and procedures • Drafting or revising policies to align with current labor laws and operational needs
