a. Evaluate current sampling plans, standard operating procedures (SOPs), forms, logbooks and field practices. b. Assess compliance with the applicable elements, especially those related to sampling, equipment calibration, technical competence, documentation, and data integrity. c. Review staff qualifications, training records, and competency assessment procedures. d. Examine sample traceability, labeling, chain-of-custody, and data management practices. e. Review quality control measures in place for sampling activities (e.g., field sample set up, turn down, QC field requirements (Trip blanks, Equipment blanks, field blanks, duplicates, etc.), and audits and corrective actions. f. Conduct on-site field visits to observe and assess: • Set up and take-down procedures • Evaluate sampling practices and protocols, field techniques (grab, composite, time, flow proportional, etc.) in different scenarios like treatment plants, industrial settings, CSO, surface water and streams sampling. g. Identify gaps, risks, and nonconformities, and provide prioritized recommendations for corrective action. h. Provide a final report summarizing findings, action items, and best practices for FSMO and ISO 17025 compliance. i. QAP Evaluation and FSMO integration • Review current Quality Assurance Plan (QAP) and provide detailed recommendations on how to incorporate it into the Quality Assurance Sampling Plan (QASP).
