Description: This is a combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information, included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and an additional written solicitation will not be issued. The\is solicitation is conducted as a commercial procurement using Simplified Acquisition Procedures (FAR Part 13).
This notice is expected to result in the award of a Firm Fixed Price (FFP) contract for a commercial commodity to the responsible offeror who submits a quotation that:
- Conforms to the requirements,
- Complies with the minimum requirements stated in the Statement of Work as evidenced by providing a complete description of the products provided, and
- That submits the quotation with the lowest price technically acceptable, provided that the price is determined to be fair and reasonable.

- The combined synopsis/solicitation number of this requirement is FA860125Q0121 and is hereby issued as a Request for Quote (RFQ) using FAR Part 12, Acquistion of Commercial Products and Commercial Services, and FAR Part 13, Simplified Acquistion Procedures.
**Funds are not presently available for this effort. No award will be made under this solicitation until funds are available. The Government reserves the right to cancel this solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.**
Acceptable means of Submission: Quotes must be submitted electronically via e-mail to Contract Specialist Amn Kathryn Cruz at kathryn.cruz.1@us.af.mil and Contracting Officer Amanda Hoyng at amanda.hoyng@us.af.mil. Quotes must conform to the requirements of this solicitation and be received no later than 8 August 2025 at 12:00 PM (noon) EDT.
It is the responsibility of the offeror to ensure that the quote and its attachments are received. Any correspondence sent via e-mail must contain the subject line “FA860125Q0121, Karl Fischer Titrator”. The entire quotation must be contained in a single e-mail that does not exceed 5 megabytes including attachments, if any. E-mails with compressed files are not permitted. Note that e-mail filters at Wright-Patterson Air Force Base are designed to filter e-mails without subject lines or with suspicious subject lines or contents (i.e., .exe or .zip files). Therefore, if the specified subject line is not included, the e-mail may not pass through the e-mail filters. Also be advised that .zip or .exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson. If sending attachments within an email, ensure only .pdf, .doc, .docx, .xls or .xlsx documents are sent. The email filter may delete any other form of attachments. If a DoD SAFE drop off is needed, please notify the Contract Specialist and Contracting Officer at least 48 hours before quotes are due. Any quotes received after designated closing date and time need not be considered. All quotes shall conform to the Contract Line-Item Number (CLIN) structure of attached solicitation.

Submittal of proposals in response to this combined synopsis/solicitation constitutes agreement by the Offeror to all terms & conditions contained herein, which will also be the terms & conditions of any resulting contract. It is the Offerors responsibility to be familiar with the applicable clauses and provisions. Clauses and provisions in full text may be accessed via the internet website https://www.acquisition.gov. The Government reserves the right to award without discussions or make no award depending upon the quality, price fairness, and price reasonableness of the proposals received.

Period of Performance: Delivery within 12 Weeks after Award
Delivery Destination: Identified in SOW.
Delivery Type: FOB Destination (As defined in FAR 2.101 – Definitions, the seller or consignor is responsible for the cost of shipping and risk of loss).
Inspection and Acceptance: Both inspection and acceptance will be by the Government at Destination.
Requirement: Karl Fischer Titrator System and appropriate attachments in accordance with the Statement of Work.
Basis for Award: The Government will award a contract resulting from this RFQ to the responsible Offeror whose offer conforms to the requirements outlined in the Statement of Work and is most advantageous to the Government, by lowest evaluated price of proposals meeting or exceeding the acceptability standards and other factors considered.
Technical or Quality: The proposal will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to offerors section of the solicitation.
Notice to Vendor(s): The Government reserves the right to cancel this solicitation, either
before or after the closing date. Per FAR 3.104-4, quote and vendor information will not
be disclosed to any unauthorized personnel, including, but not limited to, other vendors.
Period of Acceptance of Quotes: Offeror agrees all quotes and pricing will be valid
through 30 Sep 2025.
SAM Registration: All prospective awardees submitting a quote for the solicitation
described herein, are required to be registered in the System for Award Management
(SAM) database, or risk the quote as being non-responsive, regardless of the package
being considered complete, timely or any other salient consideration. Information to
register on SAM can be found at the web site, SAM.gov.
NIST Assessment: Before receiving an award, service contractors must complete the National Institute of Standards and Technology (NIST) Special Publication (SP) 800-171 Assessment. A quick entry guide is attached to assist with this process. After completing the assessment, enter your score into the Supplier Performance Risk System (SPRS). Identify any deficiencies and provide a plan (via email or memo) outlining how they will be addressed to achieve compliance. If a minimum score of 110 is not achieved, a mitigation plan shall be submitted as part of quotation.
Provisions and Clauses: See solicitation attachment for applicable provisions and
clauses. Offerors shall complete and include in quotations all representations and
certifications, as well as all fill-in provisions and clauses, contained within this
solicitation. Additionally, quotations that contain pricing only with no description/detail
of the equipment to be provided will not be accepted or considered for award.
Important Notice to Contractors: Proposals MUST also contain a complete description of items offered and any certifications to clearly show that the offer meets or exceed the requirements outlined in the Statement of Work.
Additional Instructions to Offerors: The following paragraphs in the provision at FAR 52.212-1, Instructions to Offerors – Commercial Items, are tailored as follows:
- North American Industry Classification System (NAICS) code and small business size standard are as specified in the solicitation document.
- Submission of offers is as prescribed in the text of this combined synopsis/solicitation.
Proposal Content: The proposals may be in any format, but shall consist of two separate parts, a technical proposal and a price proposal.
Proposal Detail: The proposal shall be clear, concise, and shall include sufficient detail for effective evaluation and for substantiating the validity of stated claims. The proposal should not simply rephrase or restate the Government’s requirements, but shall provide convincing rationale to address how the offeror intends to meet the listed requirements. Offerors shall assume that the Government has no prior knowledge of their facilities or experience and will base its evaluation on the information presented in the offer submitted.
Embellishments Not Desired: Elaborate brochures or documentation, binding, detailed artwork, or other embellishments are unnecessary and are not desired.
Technical Proposal: Describe how the offeror will provide for the requirement as described in the SOW.
