Purpose and Background The purpose of this RFP is to solicit proposals for an enterprise solution for employment and income verification. Verification of employment and income is essential for: Determining eligibility for assistance programs; Preventing and identifying fraud; Determining overpayments from unreported or incorrectly reported income; and Locating noncustodial parents for child support obligations and other Agency programs as required. The State, its programs, and its county partners have been using employment and income verification services for several years to help verify eligibility for participants. Examples include but are not limited to: Food Assistance programs including SNAP Cash Assistance programs including TANF Medicaid including CHIP Child Support Enforcement Community Assistance Programs Partner programs include County Workforce Investment offices, County Job and Family Services agencies, County Child Support Agencies, Ohio Department of Medicaid, and Opportunities for Ohioans with Disabilities. Although eligibility requirements differ among programs, all require verification of employment and income for the individual, family, or household applying or recertifying for benefits. In the past state fiscal year, approximately 2.9 million successful verifications (employers returned) were provided to the Agency and its Partners. C. Scope of Work Overview The State requires a solution that enables staff to determine eligibility efficiently, reduce error rates, preserve program integrity, and support the establishment and collection of child support orders. To meet these objectives, the solution must provide online access to real-time employment and income verification data for both traditional employees (W-2) and independent contractors or self-employed individuals (1099). The solution must supply the following information, where applicable: Employer or Payer Information: Name, address, tax ID, and contact details of the employer (for W-2 earners) or payer/client (for 1099 earners) Employment or Engagement Details: Start and end dates of employment or contract, and reason for separation or contract termination Income and Payment Information: Pay frequency or payment schedule Hourly rate (if applicable), gross and net income Itemized deductions (e.g., taxes, garnishments)
