Specifications include, but are not limited to: During winter weather events, the Division of Infrastructure Management (DoIM) within the City of Columbus Department of Public Service (DPS), is responsible for providing efficient snow and ice control services to ensure safe traveling conditions and passable roads. DPS services over 4,700 lane miles of priority 1, priority 2, and priority 3 roadways with personnel deployed from 5 different outpost locations. Winter weather operations encompass preparation completed prior to a suspected event in addition to road clearing services completed during and after a winter precipitation event. For the last 10+ years, the Department has managed winter weather operations using a custom solution that comprises of (1) an internal DPS application that tracks roadway servicing and event metrics, supports e-mail notifications and vehicle management and (2) an external application for the general public that displays last serviced and roadway priority information. In an effort to better manage the city’s snow and ice operations, the Department is establishing a professional services task order to create an integrated winter weather solution with the listed components that are best in breed, where best in breed would allow for the combination of multiple systems into one integrated solution. DPS is willing to consider both on-premise and software-as-a-service (SAAS) solutions. Proposals should include a mobile-friendly interface to be implemented if authorized by the Department.
