2. Scope of Services The selected contractor will implement activities that promote fair housing choice, prevent housing discrimination, and educate residents, landlords, lenders, and housing professionals throughout Lorain County (excluding Lorain and Elyria). Services should include, but are not limited to, the following: A. Education and Outreach - Conduct fair housing trainings, workshops, and community presentations. - Develop and distribute educational materials. - Conduct outreach in underserved communities and among populations with limited English proficiency. B. Intake and Complaint Referral - Maintain a public intake process to receive and log housing discrimination inquiries. - Provide counseling and referral to OCRC, HUD, or other enforcement entities. - Maintain confidential, accurate records of all complaints and actions. C. Testing and Investigation - Conduct fair housing testing to assess compliance with laws. - Prepare and submit written reports of testing outcomes to the County. D. Data Collection and Reporting - Maintain comprehensive records of all activities and outcomes. - Submit quarterly progress and annual summary reports. - Assist the County in identifying and addressing impediments to fair housing. E. Technical Assistance - Provide compliance guidance to jurisdictions, developers, and nonprofits. - Support education on reasonable accommodations and anti-discrimination practices. 3. Program Area and Duration This program covers all of Lorain County, Ohio, excluding the direct entitlement cities of Lorain and Elyria. The contract period will be January 1, 2026, through December 31, 2027.
