Metro is seeking an electronic fare solution to help manage its school students passes. All interested vendors are encouraged to submit proposals describing their proven technologies and examples of similar implementations. Metro is seeking bus pass technology with the following functionalities: • Issue a pass with a unique ID/serial number to each student • Allow Metro’s current fare payment systems (Genfare and/or Masabi’s) to read and validate the pass • Vendors may propose their own stand-alone system • Metro shall be able to encode each pass as such: o Restrict the use of any pass to one or more routes o Restrict the use of any pass to several periods of time for any particular day of week (e.g., a pass is valid from 6:00AM-9:00AM and 3:30PM-5:30PM from Monday through Thursday but valid from 6:00AM-9:00AM and 3:30PM-9:00PM on Friday) o Restrict usage to particular days of week o Restrict usage to schooldays only • Metro shall be able to easily create various rules (i.e. pass validity periods and routes) • Metro shall be able to badlist individual passes and reinstate individual passes that have been badlisted. • Badlist list shall be available to the entire system/fleet within 24 hours of updating the list • Badlist list update shall be done over cellular connection, through the existing CAD/AVL system • Updates/upgrades to the proposed system shall be done over cellular connection, through the existing CAD/AVL system • Metro shall be able to batch print/encode of individual passes, including automated population of a database of individual card information assigned to each student. • The proposed solution shall be integrated with our onboard CAD-AVL system to allow for automatic route recognition. This integration shall not require a separate login by the drivers. • When a student boards Metro’s bus, and upon scanning/tapping their pass, the system shall: o Verify that this pass is allowed on this particular route o Verify that this pass is within the allowable time of day and day of week o Let the student and driver know whether the pass is valid or not o Verification of pass validity may be done through audible sound or visual indication. o In either audible and/or visual indication, indication for valid pass should be different from invalid one. • The system shall allow Metro staff to generate various types of reports both ad-hoc and periodical ones.
