• Limited Environmental Screenings – Conduct limited environmental screening assessments (LESA) of project areas to identify potential environmental concerns for planning purposes. LESAs shall be conducted in general accordance with ASTM E1528-22 “Standard Practice for Limited Environmental Due Diligence: Transaction Screen Process.” The District has developed a template for LESAs that will be provided to the selected Consultant. • Phase I Environmental Site Assessments – Conduct Phase I Environmental Site Assessments (ESAs) for property to be acquired by the District in general accordance with ASTM E1527-21 “Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process,” United States Environmental Protection Agency (USEPA) AAI rule in accordance with 40 Code of Federal Regulations (CFR) Part 312, Standards and Practices for All Appropriate Inquiries, Final Rule, and/or Ohio Environmental Protection Agency (EPA) VAP Phase I Property Assessments in accordance with Ohio Administrative Code (OAC) 3745-300-06. • Phase II ESAs/Subsurface Investigations – Conduct Phase II ESAs/Subsurface Investigations, as needed, for property in general accordance with E1903-19 “Standard Practice for Environmental Site Assessments: Phase II Environmental Site Assessment Process” and/or Ohio EPA VAP Phase II Property Assessments in accordance with OAC 3745-300- 07. • Environmental Sampling & Analysis – Provide the necessary field services to collect and evaluate analytical results from samples of soil, surface water, groundwater, indoor air, mold, and other materials (e.g., grit removed from a sewer) in support of regulatory compliance, information gathering, environmental assessments, subsurface investigations, and remediation activities. • General Environmental Consulting/Technical Expertise – Provide expertise and technical assistance in the development and implementation of engineering and construction projects related to the CIP and RSMP. Assist in the development of technical specifications, Remedial Action Plans (RAPs), Quality Assurance Project Plans, permit applications (e.g., Rule 13, BUSTR Permits, Asbestos Abatement Notification, Tank Installation Permits, etc.) and other documents to address the environmental conditions at a project site and control the District’s risk exposure. Evaluate and recommend actions that will mitigate the project’s impact on public health and the environment. • Hazardous Material Sampling & Analysis – Provide the necessary field services to collect and evaluate analytical results from samples for asbestos, polychlorinated biphenyls (PCBs), lead-based paint, etc. Provide expertise and technical assistance to evaluate a project’s impact on identified hazardous materials, regulated building materials, and/or universal wastes and assist in the development of specifications and other documents to ensure worker safety, proper disposal and compliance with environmental regulations. • Construction Oversight – Provide expertise and oversight of field construction activities to ensure compliance with project specifications, which may include a RAP.
