COTA and DCI are seeking a team of development, engineering, commercial real estate and design professionals who can perform an initial market feasibility analysis on a potential multi-modal and equitable transit-oriented development potential on a 2.6-acre COTA owned site in Downtown Columbus. It is assumed that an architecture firm or development company would act as the lead consultant and engage the appropriate disciplines as sub-consultants, yet we are open to creative teams. This site is called ‘the Old Central Market site’ as it was originally an urban market / farmer’s market, then developed as an intercity transit center. COTA acquired the property in 2021 compliant with the Uniform Assistance and Real Property Acquisition (URA) for Federally Assisted Programs (49 CFR 24.102) and utilized the FTA categorical exclusion process for Corridor Preservation. A 2023 market analysis for this site reveals potential and provides baseline data for any future development design work. The selected consultant team will explore the highest and best use of the site for a multi-mobility center as part of a mixed-use development. The recommended development proposals will be determined by a detailed pro-forma analysis and appropriate stakeholder input. The analysis of commercial development on the site should include: • Proposed Conceptual Uses for the Site – Examination of potential uses for the site including sector specific evaluation of public transit use, commercial, residential, hospitality and retail sectors. • Community and Neighborhood Benefits – Examine physical, financial and social benefits for surrounding neighborhoods and properties including ---------. • Site Ownership Structure Options – Examine proposed ownership structures for the buildings to enable long term success of the development, that take into account Federal Transit Administration (FTA) Joint Development guidelines and regulations.
