Specifications include, but are not limited to: A digger/derrick truck, and an operator. The boom shall be at least 36’ in height, extend at least 20’ in radius, must be capable of safely lifting up to 10,000 lbs. and up to 2,000 lbs. with the boom positioned in any angle. It will need to be equipped with pole guides and have a 18” and 24” diameter bit included that are capable of drilling holes up to 6’ deep. The operator(s) will be on call 24 hours per day year round, expected to arrive on the scene within the boundaries of the City of Upper Arlington, within 90 minutes of being notified and be prepared with all of the necessary equipment (including the truck, fuel, bits, slings, winch, cable, pulleys, lifting gear, etc.) to complete the task. This includes during adverse weather and roadway conditions. The majority of the work would consist of lifting Arcadian style cast iron street light poles and wooden street light poles that have be struck by motorists, removing them from the scene, delivering them to our Public Service Center located at 4100 Roberts Rd., Columbus, Ohio 43228. This portion of the work typically occurs after hours and quite often during poor road conditions (snow, ice, etc.). The operator and truck will need to return the next business day during normal business hours to reinstall the new pole. The operator will pick up the pole supplied by the City at the PSC, deliver and install it. Upper Arlington staff would be available to assist with the installation of the pole and would complete all of the wiring and other related tasks. We average about 7-12 incidences per year involving damaged poles with the majority occurring Dec-Feb. On occasion we will need to drill holes for concrete bases. This most likely would be scheduled at least a week or two in advance. Other types of materials may be needed to be lifted as well. Occasionally the equipment will be needed to support items, such as traffic signal strain poles for extended periods of time. This may not require an operator to attend the equipment 24/7 but may require periodic supervision. Work will be scheduled at the direction of the Director of Public Service or his/her designee.
