Specifications include, but are not limited to: a) The third-party contractor shall comply with any modification or changes if the ESEA is reauthorized during the life contract. b) The third-party contractor shall provide evidence of a proven track record of positively impacting academic achievement based on an evidence-based program, use of valid educational assessment instruments and the ability to provide professional development, parent involvement activities, support and service in a timely manner upon request. c) The third-party contractor must be able to comply with all Federal and State guidelines, statutory, and regulatory requirements governing ESEA, Title I, Part A, as reauthorized by ESSA and Ohio’s Academic Learning Standards. d) The third-party contractor shall comply with the Family Educational Rights and Privacy Act, 20 U.S.C. Section 1232g, as applicable and maintaining the confidentiality of students and student records. e) The third-party contractor shall provide services and programming that are secular, neutral, and non-ideological in all academic subjects that are being supplemented at the school. f) The third-party contractor shall not assign or subcontract, in whole or in part, the contract without the express written permission of the Dayton Public Schools. g) The instructional services will be available beginning first day of school of the participating school and ending June 30th of the academic year. All service days and times for each nonpublic school will be coordinated with the school calendar for the individual nonpublic school being served. h) The third-party contractor shall provide a general timeline, no later than August 30th, and a description of all professional development activities to be offered during the term of this RFP. i) The third-party contractor shall provide on-site supervision of all staff and the program. The supervisor shall work and coordinate with Dayton Public Schools’ Office of Federal Programs Director and/or Nonpublic programming designee. j) The third-party contractor shall assess regularly the progress of each program (i.e., language arts, math, reading, professional development, parental involvement, etc.) that the third-party contractor is providing to determine whether participating nonpublic school children are meeting, or making annual progress toward meeting, the State’s student academic achievement standards or any alternative standards developed in consultation with participating nonpublic schools, and to determine whether goals for professional development and parental involvement programs are being met...
