Specifications include, but are not limited to: The State seeks a digital inkjet production and graphic design system, retro-reflective sheeting and technical services to produce digital flat license plates on a made-to-order basis. The digital flat license plates will be fabricated for personalized, initial reserve, logo, motorcycle, dealers and gratis issuance. Approximately two hundred fifty thousand (250,000) sets of the digital plates will be issued annually, with a minimum capability of three thousand eight hundred (3,800) sets of flat plates in a single day. The digital inkjet plate system will be installed at the Lebanon Correctional Institution (LeCI) at the Ohio Penal Industries (OPI) Tag Shop, 3791 State Route 63, Lebanon, Ohio 45036. A combination of inmate and State employee workforce will operate the system. The State would like the graphic design aspect of the system to reside at the ODPS headquarters in Columbus, Ohio. This Contract is for a digital inkjet system (including complete blanking line) and retro-reflective sheeting to produce flat license plates. The flat plates will be utilized for regular size twelve inches by six inches (12” W x 6” L) and motorcycle size seven inches by four inches (7” W x 4” L) made to order plate categories only. The State reserves the option to select plate categories for this digital production, or to select plates for standard embossed production. This selection may change, without explanation, if the State decides if a design is too intricate or the State is unable to obtain an approved color match. 1. System and License Plate Specifications (reference Attachments one (1), ten (10), eleven (11), and twelve (12). The system and sheeting must produce regular size twelve inches by six inches (12” W x 6” L) and motorcycle seven inches by four inches (7” W x 4” L) plates with different logo colors, different color plate characters, and with or without graphics. Currently issued plates for the public can be viewed at http://oplates.com/platespecial.aspx. Additional logo plates may be added with the passage of legislation. The license plate substrate to which this retro-reflective sheeting will be applied is aluminum. The State reserves the right to use other forms of substrate. The Offeror should use the following information to determine the dimensions of the retro-reflective sheeting to be provided under this Contract: A. The Ohio Administrative Code calls for a license plate size of twelve inches (12”) in width and six inches (6”) in length. B. The plate substrate material upon which the sheeting material shall be attached will never be less than twelve inches (12”) in width and will never be less than six inches (6”) in length when embossed around the edge. Thus, all specification dimensions will be based upon a twelve inches by six inches (12” W X 6” L) plate with Motorcycle plates being seven inches by four inches (7” W x 4” L).
