Specifications include, but are not limited to: Seeking ContractorServices for the evaluation of proposals submitted for funding under Ohio Third Frontier andother technology-based economic development programs supporting entrepreneurialassistance and early stage capital initiatives administered by Development, and to providetechnical assistance to Development regarding entrepreneurial assistance and early stagecapital initiatives. Development is requesting proposals to provide these services in Statefiscal year 2011. The final scope of services will be negotiated at the time of selection and will include (but willnot be limited to) the following:The contractor selected will perform proposal evaluations and provide technical assistanceservices to Development.Proposal EvaluationsThe proposals to be evaluated are in response to Program RFPs issued byDevelopment. The evaluations (also referred to as reviews) will consist of two stages:Stage 1 review � This point based evaluation leads to a rank-orderedlisting of proposals for program funding. In this stage, only theinformation presented in the applicant s written proposal is considered.The contractor will recommend which proposals should be furtherconsidered in the second stage review. The proposals so recommendedare considered by Development to be in the "competitive range".
