A. In order to understand the types and quantities of waste that is generated and disposed within SWACO’s jurisdiction, SWACO has periodically conducted waste characterization studies. The most recent study was conducted in 2019. B. SWACO is seeking proposals to conduct a new waste characterization study based on a four-season waste sort at SWACO’s landfill and transfer facilities, ideally beginning in the summer of 2025 and concluding in the spring of 2026. The purpose of the project is to accurately quantify the types and quantities (weights) of solid waste that is generated and disposed within Franklin County. Because the vast majority of solid waste generated and disposed in Franklin County flows through the transfer facilities or is directly hauled to the landfill, field sampling can be confined to these three facilities. C. In the recent past most small- and large-scale waste sorting has taken place at SWACO’s Jackson Pike Transfer Station (JPTS), either in an isolated portion of the tipping floor or in an adjacent wash bay. The Morse Road Transfer Station (MRTS) is particularly limited in space, and as a result is not suitable for on-site sorting. Therefore, waste will need to be sampled at the MRTS and transported to JPTS for the actual sorting to take place. It is also possible that sorting could occur at the FCSL, although in the past waste has also been sampled at the FCSL and sorted at JPTS. Proposals should address possible solutions to accurately and efficiently sample and sort waste received at the FCSL and two (2) transfer stations. Details of a final solution will be determined during the negotiation phase identified in Section IX, Subsection B, of this RFP Document.
