1. Study Area: City of Sidney corporate boundary. 2. Review available safety data to identify locations, trends, ODOT emphasis areas, and all other pertinent information. Present findings in simple tables and graphs, as necessary. 3. Consider the Sidney Thoroughfare Plan, approved City capital budget, Sidney Connects (active transportation plan), Sidney Forward (comprehensive plan), and anticipated long range transportation improvements identified in the OKI TIP to find opportunities to implement safety improvements alongside existing planned projects. 4. Make recommendations, in coordination with Sidney staff, for future safety improvements based on the findings. Create graphics, as necessary, to communicate the recommended improvements. 5. Produce a planning level budget for the proposed safety improvements. 6. Identify likely funding sources for the proposed safety improvements. 7. Final deliverables should include, at a minimum: a SS4A Plan that adheres to the federal grant requirements and meets the needs of identified City stakeholders
