The Ohio Department of Education and Workforce (DEW) seeks an experienced Offeror to develop resources and facilitate technical assistance aligned to Ohio’s coaching model to build the capacity of regional coaching coordinators. Developed tools and resources must meet accessibility and 508 compliance standards. Prospective Offeror’s shall provide in its proposal the following for DEW’s review and consideration at a minimum: 1. Coordinator Observation and Feedback Tool The selected Offeror will develop a tool which will equip coordinators with a consistent, competency-based method for observing coaching sessions and providing actionable feedback. By embedding explicit look-fors and descriptors in plain, observable language, the tool ensures that coaching practice is evaluated with clarity and precision. It must also support statewide coherence by generating consistent data to be integrated into Ohio’s existing coordinator dashboard, enabling leaders to identify patterns, celebrate strengths, and target areas for growth across regions. The developed tool must include the following: a. 1-2 pages observation feedback rubric directly mapped in Ohio’s coaching competencies. b. Embedded look-fors and success descriptors for each competency. c. Usability-tested with coordinators for practicality in living coach contexts. 2. Coach Selection Toolkit Coaching coordinators require the ability to hire and onboard new coaches with a consistent competency-based mechanism. The developed toolkit must be in alignment with the state’s coaching competencies and include resources for ensuring consistent hiring and onboarding practices across the state.
