A. Purpose This scope of work covers the tasks to be performed by a self-defense contractor, training all Columbus Public Health (CPH) employees hands-on self-defense techniques. There are approximately 600 employees from the age of 18 through 70 and above, of all physical abilities. B. Background CPH employees are providing public health services at the Parsons Ave. location’s six clinics, nine Women Infant and Child (WIC) clinics spread across Columbus; and out in the community. The community services include, but are not limited to food and water inspections, providing vaccinations and other health care, disease intervention services, infant home health visits, social services, drug and alcohol counseling and intervention activities, as well as many other services that take them out into the community or in-person meetings within the facility. The purpose to provide the physical actions an employee can take to help protect themselves. The training should complement and enhance the classroom personal safety training all CPH employees receive. CPH Classroom Personal Safety Training Itinerary: Environmental and situational awareness (Your body can’t go where your mind has never been); Basic verbal de-escalation; Stages of a physical assault, Interview, Intent, Positioning 1/3 of a Second Rule, if perpetrator is within arm’s reach, you make the first move; and Active shooter, Run, Hide, Fight. C. Project Deliverables: Vendor will provide: • Self-defense training to CPH employees from March 1, 2025 to March 1, 2026. • Between two and four hour hands-on basic self-defense for 15-20 students per class; • A location, i.e. studio where training can take place, with mats and all other required equipment; and/or mats and equipment to be used at a CPH provided location. CPH can provide: • A space to use for training.
