Maintain an ongoing public process to allow for a flexible annual plan that responds to a fluid environment. Create a prioritized approach for the utilization and appropriation of federal funding sources based on a community needs assessment and housing assessment. Support the principles of the 20/20 Plan, NSP Plan, 2007 Toledo Housing Task Force Report and Recommendations, and Community Alliances and Strategic Efforts Plan. Promote mixed-income housing throughout the City and review criteria that defines a policy to avoid the concentration of low-income housing units.
