The purpose of the Title X Program is to provide comprehensive family planning and health services to both men and women across the life span. The Title X family planning program is a critical part of America’s public health safety net, serving as a point-of-entry into care for millions and the gold standard for providing high-quality, affordable, and confidential voluntary family planning and related preventive health services, with priority given to low-income clients. Family planning services delivered by Title X recipients include a broad range of medically approved services, which includes all Food and Drug Administration (FDA)-approved contraceptive products and natural family planning methods for clients who want to prevent pregnancy and space births; pregnancy testing and counseling; assistance to achieve pregnancy; basic infertility services; sexually transmitted infection (STI) services; and other preconception health services. The project objective of this Request for Determination (RDQ) Solicitation is to assist the RHWP and the recipient agencies in complying with Title X data collection and data reporting requirements.
